What do i set the meter at? Im not very familiar with volt meters

The volt meter should be set at 10 vdc. Or close to that, depending on which one that you have.

So do i ground out where i can and probe #3 then #11 and see what voltage each one has?

Yes, ground where you can and test it on a known power source before doing the probing of the pins. This way you know if there is power and your DVM is working.

You can always probe #16 for +12 volt reference...

Im going to be doing this in a few min. if I read that right are you saying the truck has to be idling in order to get those voltages?

Well we had it idling and we got 2v on one and 3 on the other "the meter we used rounds off to the nearest whole voltage
