Sounds like you are getting close to the right voltages. Someone smarter than me needs to tell you what is going on.........

Well im assuming that means the ecm is good which kinda sucks. Not that i want to buy one but i was hoping to find the problem

I dunno, but to me it is sounding more and more like the PCM has internal "issues".....

PCM??....that's the one on the firewall right? I was thinking ECM (side of block)

Yea, I meant ECM. From what I see from Mike's drawing it looks like it could be either one, but since you had the PCM tested, I would say the ECM could be the problem, but I can't say for sure.....

I hate to say this, yet you might think about having a Dodge 'dealer' or a cummins dealer run a diagnostic on their DRBIII code reader to see if they are able to out if that is the problem.

The DRBIII is dodge's scan tool that can test almost any electronic component on our trucks.

Well the problem is my OBD11 port isnt responding for some reason when they plug their machine it. I've been to the dealer a few times
